Trained
as a Geomorphologist, Mr. Germain also graduated
with a Master’s Degree in Water Science
from the Institut national de la recherche scientifique.
He first has worked for the ministère des
Transports, then as a Political Aide with the
ministère de l’Environnement from
1987 to 1990, and later held a two-year position
as Environment Manager at Sauger Groupe-conseil
Inc.
As a full-time member of the Bureau d’audiences
publiques sur l’environnement from 1992
to 1995, Mr. Germain presided over Commissions
assessing cogeneration projects in Québec
City and proposed sanitary landfill expansion
by the company BFI in Lachenaie. He has also acted
as Commissioner on the Sainte-Marguerite 3 hydroelectric
power station and the Indek cogeneration in Hull.
A self-employed environmental consultant since
1995, Mr. Germain has participated on many environmental
assessments and impact studies, including road
projects, telecommunications lines, hydro lines,
wharf rehabilitation and bank stabilization projects.
In 2000, he participated in the public consultations
of Québec City Port Authority related to
the proposed cruise ship terminal in Pointe-à-Carcy.
A part-time member of BAPE since August 2002,
Mr. Germain has acted as Chair on two Commissions
and as Commissioner on two other projects.
