Michel Germain Chair
 

A geomorphologist by profession, Mr. Germain also holds a Master’s Degree in Water Science from the Institut national de la recherche scientifique. He worked for the Ministère des Transports in 1985 and for the Ministère de l’Environnement from 1987 to 1990. He subsequently served as Environmental Director with Sauger Groupe-conseil Inc. As a self-employed environmental consultant, Mr. Germain took part in the preparation of impact studies and environmental assessments. A full-time member of the BAPE since June 2004, he also held this position from 1992 to 1995 and was a part-time member from August 2002 to May 2004. Mr. Germain has chaired thirteen public hearing boards and has served as a commissioner on seven occasions.

Jean-François Longpré Commissioner
 

Mr. Longpré has been a member of the Barreau du Québec since 1979. He obtained a law degree from the University of Ottawa following studies in political and economic sciences at Université de Montréal. He also completed a certificate in civil and commercial mediation as well as in conflict resolution. During his law career, he notably served as legal advisor and executive director of the Association des promoteurs du Stade Olympique. He has been practicing law since 1988 with the firm of Longpré, Clément, Thibault. Mr. Longpré has been a part-time member of the BAPE since September 2008. He is participating in his second inquiry and public hearing mandate as a commissioner.

 
Anne-Marie Parent Commissioner
 

A member of the Ordre des urbanistes du Québec and of the Association des architectes paysagistes du Québec, Ms. Parent has a Bachelor of Arts and a Bachelor’s degree in landscape architecture from Université de Montréal as well as a recognized Master’s degree in urban planning. From 1972 to 1977, she held positions with the federal government and in the private sector for an engineering firm. From 1977 to 2009, she was the president and CEO of PLA (Parent Latreille et Associés) Consultants, a firm of urban planning, landscape architecture and environmental consultants. In 2001, Ms. Parent was appointed president of the National Committee on the Environmental Protocols of InfraGuide, a team of experts in charge of examining the environmental conditions and opportunities associated with municipal infrastructures and climate change. During her career, she was a professor and lecturer at the Faculté d’aménagement of Université de Montréal. She has been active in the municipal world as a councillor, president of the urban Planning Advisory Committee and acting mayor of a borough of the city of Montréal where she served as a member of the Transportation, Environment and Sustainable Development Commission. A part-time member of the BAPE since September 2008, Ms. Parent has been a full-time member since April 14, 2009.
