An engineer specializing in water sciences, Mr. Haemmerli worked for the federal government as an engineer and middle manager. Over the last fifteen years, the BAPE and several federal agencies have called on his services in the environmental impact assessment field, both as an expert and as a commissioner. In this capacity, he has taken part, on behalf of the BAPE, in several commissions in charge of examining landfill site, energy production and distribution, and road construction and redevelopment projects. Mr. Haemmerli has also chaired two BAPE commissions of inquiry dealing with protected area projects.
