THE BAPE’S REPORT IS NOW PUBLIC
Québec, October 17th,
2007 – At the request of
Line Beauchamp, Minister of Sustainable Development,
Environment and Parks, the Bureau d’audiences
publiques sur l’environnement (BAPE) has today
made public its inquiry and public hearing report
on the Project to improve the road network in
Vaudreuil-Dorion. This inquiry and public hearing
mandate began on May 22nd of this year. The commission
in charge of examining the project was chaired by
Pierre André, seconded by Jean-Claude Panisset,
commissioner.
At the end of its analysis, the commission
concludes that the project proposed by the City of
Vaudreuil-Dorion, with the proposed mitigation and
follow-up measures, is justified. However, the commission
considers that a few improvements are necessary to
make this project more acceptable from an environmental
and social standpoint. It is of the opinion that a
bicycle path should be laid out along Rue Félix-Leclerc,
that an information and discussion period should be
held with local residents prior to the commencement
of each of the planned interventions, that no work
should be done between 11 p.m. and 7 a.m.,
that an evaluation of the structure of the residences
near the planned bridges or overpasses should be carried
out before and at the end of the work, that the lighting
should be optimized to minimize light pollution while
ensuring the safety of citizens, and that the results
of the follow-ups should be made public by the City.

It is worthwhile recalling that during
the first part of the public hearing, the commission
held a public session in Vaudreuil-Dorion. During
the second part, the commission received, within the
context of a public session, eight briefs and heard
three oral presentations by individuals, groups, organizations
and municipalities interested in this project.
